Registering a vehicle in Hungary imported from a third country
The 35/2000 (XI. 30.) Decree of the Minister of the Interior on road traffic related administrative tasks, on the issuance and withdrawal of road traffic documents sets out the conditions of registering a vehicle.
Third country is a country which is
- a non EEA (European Economic Area States and the EU) country,
- or a country which has equally rights as an EEA member state based on an international treaty.
New vehicle is a vehicle
- which has been bought directly from a foreign manufacturer, or a brand dealer, or a distributor and has been imported to Hungary,
- which has never been registered by any authority neither for a temporary period, or
- has been manufactured in Hungary and has never been registered in the Hungarian Vehicle Registration.
Used vehicle is a vehicle
- which has been registered by a foreign authority either for a temporary period,
- or which has already been used in Hungary, but has never been registered in the Hungarian Vehicle Registration,
- or which has been withdrawn from traffic.
Applying for registering a vehicle should be initiated by the citizens at the Document Service Centre either personally or by a procedure of representation (by proxy).

Before registering a used vehicle imported from a third country, the origin of the vehicle has to be checked, furthermore the previous originality inspection has to be verified; this verification can not be older than 60 days (its administration fee depends on the type of the vehicle - it could cost from 14 000,- HUF up to ll 22 000,- HUF.)
Applying for checking the vehicle’s origin, the following documents have to be presented at the authority:
- certification of the ownership by an original document or by a copy which has been officially authenticated as identical with the original document, or if the original document has not been issued in Hungarian language, an officially authenticated Hungarian translation,
- the foreign registration certificate of the vehicle, or a copy of it, issued and authenticated by the foreign authority and its authentic Hungarian translation as well,
- the foreign number plates.
If none of the above mentioned are available, a certificate issued by the foreign authority is required to be submitted, which verifies the fact of the vehicle’s registration and contains why the registration certificate and number plates are missing.
- The receipt of paying the administration fee of the check of origin (it costs 10 900,- HUF).
Until the permanent registration of the used vehicle which was imported from abroad in order to use it inland, and in case of a vehicle, registration of which is not justified, a temporary registration should be allowed.
The following documents have to be presented with the application:
- certification of the ownership,
- certification of the payment of the third-party liability insurance,
- Technical Data Sheet issued by the National Transport Authority - which verifies the vehicle’s technical eligibility.
Used vehicle can participate in road traffic with temporary registration certificate and with temporary number plates with letter E.
The administration fee of the temporary registration certificate is 3 500.- HUF, and the administration fee of the number plates with letter E is 13 000,- HUF.
Conditions for registering a vehicle in Hungary:
- certification of the ownership by an original document or by a copy which has been officially authenticated as identical with the original document, or if the original document has not been issued in Hungarian language, an officially authenticated Hungarian translation is to be attached to the request as well,
- the original foreign permanent or temporary ownership booklet (if it was issued) and the registration certificate, or a copy of them issued and authenticated by the foreign authority and their authentic Hungarian translation,
- certification of the payment of the third-party liability insurance,
- certification of the payment of the registration tax in case of vehicles determined by law and the verification of the originality of this certification has been checked by the road traffic authority in the register disposable,
- certification of the technical eligibility of the vehicle by the transport authority,
- the operator of the vehicle has a domicile or seat (registered office) in the territory of the Republic of Hungary
- receipts of paying the fee of the registration certificate and the ownership booklet (each costs 6 000,- HUF),
- the receipt of paying the fee of the number plates (cost 8 500,- HUF),
- the receipt of paying the fee of the license plate validity sticker (which costs 585,- HUF),
- the client’s identification has to be verified by a document.
Regarding vehicles which are subject to the mandatory check of origin and previous originality inspection, the conditions of registering them are completed with the following additional obligations:
- to present Decision about checking the origin, and
- to present Decision about previous originality inspection.
